THE QUESTION
The retired positivity route relied on an intuition that strong local real-zero structure might force a stronger nonlocal positivity property. Local and nonlocal conditions, however, constrain different kinds of information.
THE RESULT
The project constructed an exact model within the relevant real-zero setting for which the local structural property is retained while the stronger nonlocal positivity condition fails. This is an exact counterexample to that proposed implication in the stated generality.
WHY IT MATTERS
The result prevents the project from using local real-zero geometry alone as a general justification for the stronger nonlocal sign condition. It therefore explains, at a structural level, why the separate numerical obstruction in the retired Riemann route should not be dismissed as merely an unlucky computation.
PUBLIC BOUNDARY
The explicit model, its parameterisation, the exact nonlocal observable, threshold formula and its connection to the project's private source machinery are deliberately withheld. The public value of this object is the logical boundary it establishes, not the recipe used to construct it.
SCOPE
This countermodel does not prove or disprove RH, does not establish the sign of any unreleased Riemann quantity, and does not rule out stronger theorems with additional hypotheses. No external novelty claim is made. .
